In Raleigh Republicans including the Governor are calling the budget funded by taxpayers dollars a success.
"This budget is a step in the right direction in increasing teacher pay this year," said Rep. Charles Jeter.
But 7th grade social studies teacher Chris Wells is thrilled the new largely crafted budget will deliver him a three thousand dollar raise.
"The most troubling parts to me are the cuts to medicaid," said Well. "But how are they going to sustain the budget."
One issue some watchdog groups say are some loopholes for the wealthy.
"Most north carolina taxpayers are going to see their taxes go up," said Doug Jackson, with Aim Higher Now, Western North Carolina.
WCU political science professor Chris Cooper said the kind of partisan battling that's been going on is typical when a party that's been the minority party for years becomes the more powerful majority.
"Obviously teachers have been going after the republicans pretty hard," said Cooper. "I think a lot of this moral monday protest was about teacher salary.
But Cooper Added, "I think the republicans are trying to put forth a budget that will help teachers and I think democrats are saying it's not going far enough."
