A local business owner says he's got the solution to the ongoing health care debate. Wreck Amended owner George Connoley has written his own plan. He says years of working with auto insurance industries sparked the idea. First he says health insurance would be set up like car insurance - a company would only be required to pay up to a certain, pre-set, amount. If you're costs went above that amount funds generated from a national lottery would pay the rest.
