Forest City Embezzlement Investigation

Scott Hoyle had been the director of the Forest City Public Works Department for almost a decade when police began investigating him in late 2009. 

"We were asked by the town manager ... to investigate possbible criminal actions by the town's public works director at the time," said Forest City Police Chief Jay Jackson.

Irregularities in the town's audit and city property reported missing officials say, were traced back to Hoyle.

"There were some things missing which allowed us to assign people on our staff to look into it," said Jackson.

"He did resign the position after a brief investigation," said John Condrey. Hoyle was suspended from the position December 1, 2009 and resigned days later.

Local officials worked with the Internal Revenue Service to launch an investigation that put evidence in front of a grand jury for the first time in 2010, which led to nine felony indictments.

"Embezzelment cases are typically complex cases, especially when you're talking about a long period of time," said Jackson of the three-year investigation.

As the investigation continued, FCPD went to the grand jury a second time with different evidence, resulting in three additional indictments in the case.

Hoyle is now facing a total of 12 felony indictments linked to embezzelment of town money.

He has been out on bond awaiting trial for three years. Jury selection began Monday.
