New Abortion Regulations
People angry with proposed new rules and restrictions on abortion clinics rallied in downtown Asheville today. They say the governor broke his campaign promise not to place more restrictions on abortions.
But supporters say the new guidelines do not limit access and establish safer procedures for women.
One aspect of the new law would limit city and county governments from providing comprehensive abortion coverage in their insurance policies. It would place the same restriction on coverage provided through new healthcare exchanges. The General Assembly would limit coverage to state teacher and employee benefit levels, which were reduced in 2011 to abortions only in cases of rape, incest and life endangerment.
Supporters say the law headed for the governor's desk provides protection for patients and healthcare providers. It also includes a healthcare conscience protection that protects doctors, nurses and anyone in the medical field from recriminatory action for refusing to be involved with an abortion.
